
On August 24, 2021, the State Board of Equalization (BOE) will hold the Taxpayers’ Bill of Rights Hearing virtually, starting at 10:00 a.m. According to the BOE, “The public hearing provides taxpayers, County Assessors, and other local agencies the opportunity to provide comments on items discussed in the BOE’s Taxpayers’ Rights Advocate’s Annual Report and identify means to correct any problems described in the report. Additionally, parties have the opportunity to comment on all BOE-administered programs and local property tax matters.”
The BOE has indicated that the Taxpayers’ Bill of Rights Hearing, held in accordance with Revenue and Taxation Code Sections 5906 and 32463, provides the opportunity to comment on items discussed in the State Board of Equalization’s 2019-20 Taxpayers’ Rights Advocate’s Annual Report for purposes of correcting any problems described in the report and to comment on Board-administered programs or local property tax issues. In addition to items discussed in the annual report, individuals may comment on items currently being worked on by the Taxpayers’ Rights Advocate Office (TRA Office).
The BOE has stated, “Taxpayers are not required to notify us about their plans to provide comments at the hearing. However, we invite parties to complete form BOE-1373, Taxpayers’ Bill of Rights Hearing Appearance Sheet to identify the nature of the comments and to be used to introduce the party making the comments to the Board at the hearing. This form is available at http://www.boe.ca.gov/pdf/boe1373.pdf. The completed form is to be submitted by e-mail to the Board Proceedings Division at MeetingInfo@boe.ca.gov. Taxpayers may submit comments in advance to be read into the record or participate by phone on the day of the hearing by dialing 1-877-226-8189, access code 4898770.
